Melissa T. Billig

Melissa Billig is Co-Chair of Tannenbaum Helpern’s Construction & Design Practice. She represents owners, developers, architects, engineers, construction managers and contractors engaged in the design and construction process on projects in New York City and across the region. Melissa delivers a range of experience as both a results-driven litigator and a strategic counselor, adept at drafting and negotiating complex contracts.

Melissa represents clients in high-profile, multi-party contract disputes and defective design and construction claims. She has extensive experience in the resolution of construction disputes, both prior to and during litigation, as well as alternative dispute resolution (ADR). Her transactional practice focuses on drafting and negotiation of design and construction agreements, as well as license (access) agreements.

Melissa has represented clients in conjunction with large to midsize development projects, including the Jacob K. Javits Convention Center expansion and renovation, the Governors Island Park project and The Culture Shed project at Hudson Yards. She has also represented clients in connection with certain private residential renovations.

Prior to joining Tannenbaum Helpern, Melissa was a partner with Ingram Yuzek Gainen Carroll Bertolotti LLP, and previously an associate at Wilson Elser. She has been consistently selected to Super Lawyers and has been awarded AV Preeminent Rating from Martindale-Hubbell, the highest attorney rating available. Melissa was also selected by New York Magazine as a “Top Women Leaders in the Law”.

Melissa currently serves on the Diversity Committee of the Women Builders Council, Tannenbaum Helpern’s Diversity, Equity & Inclusion Committee and as a mentor to numerous attorneys in the Firm and other construction industry professionals. Through December 2022 and for over ten years, Melissa served as an active Member of the Board of Trustees for the Center for Architecture.

Stuart Rosen

Stuart Rosen is a partner in Tannenbaum Helpern’s Real Estate and Construction Law practice. With more than 20 years of experience, Stuart represents clients in all aspects of public and private construction projects throughout the U.S, which includes a full range of transactional matters relating to construction and development, with a focus on preparing and negotiating complex construction contracts. Stuart advises real estate developers, landlords, contractors and asset managers on construction management agreements, development agreements, license agreements with adjoining property owners, and agreements between owners and design professionals.

His construction experience includes:

• A 372-bed, approximately 910,000 square-foot hospital facility in Ridgewood, NJ.
• A 24 story, mixed-use tower containing approximately 354,977 gross square feet in Downtown Brooklyn.
• A mixed-use, high-rise rental residential project including two residential towers of approximately 600 units in Chicago, IL.
• A mixed-use project, including a 12 story hotel containing approximately 205,000 square feet, and a nine story office building in Chicago, IL.
• A mixed-use community, including two podium apartment buildings with 393 market-rate rental units, and 70,000 square feet of retail in College Park, MD.
• An office tower that will house the headquarters of NFL Media in Inglewood, CA.
• A 34 story, 183 unit residential condominium building containing approximately 316,428 gross square feet in Morningside Heights, NYC.
• A 25 story commercial office building containing approximately 87,500 gross square feet on West 56th Street, NYC
• Marine Wharf Parcel A, Boston, MA – a 14 story, 415 unit Hampton Inn and Homewood Suites hotel.
• A dual-branded Hampton Inn and Hampton Suites (350 new rooms) in Teaneck, NJ.

In 2020, Stuart authored a number of articles for the trade publication Construction Executive, including tips for drafting construction contacts, how to navigate construction agreements during COVID-19 and how to terminate construction contracts.
